NFL offense rankings: Reviews and outlook heading in 2023 summer

The NFL offense rankings are the glamour list of the league. While laying the smackdown on defense is great, scoring with the rock is the name of the game. While the NFL defense rankings help determine who wins a championship, the offense is what fills the stadiums.

In this space, you will find a ranking of all 32 offensive units heading into the 2023 NFL season. We review their performance from this past season and offer up an outlook on each squad heading into the new season

32. Arizona Cardinals

Whether they trade DeAndre Hopkins or not this offseason, the team won’t have Kyler Murray for the first half of 2023 as he recovers from ACL surgery. This means this unit will be very bad for quite a while until Murray gets physically and technically back up to speed.

31. Indianapolis Colts

The Indianapolis Colts are in a major transition period with new head coach Shane Steichen. They have arguably the most talented QB prospect in the draft with Anthony Richardson, but also one that has a lot of learning to do. Chances are Gardner Minshew is starting early for this team, however, the former Gators star has already impressed this summer and could surprise by being the team’s Week 1 signal caller.

30. Tampa Bay Buccaneers

Like Jordan Love, Kyle Trask or Baker Mayfield has massive shoes to fill with the departure of NFL icon Tom Brady. Fortunately for them, they have a veteran head coach leading things and worthwhile weapons like Mike Evans already on the roster. Nevertheless, they did not do much to improve this offense after losing one of the most dangerous weapons in the game’s history.

29. Houston Texans

Despite all the talk of going in a different direction with their top pick in the NFL Draft, the Houston Texans used their first selection on a potential franchise QB in CJ Stroud. Unfortunately, there is not very much around the young QB heading into 2023, which could mean big-time struggles for Stroud in year one with first-time head coach DeMeco Ryans.

28. Washington Commanders

With Carson Wentz out as the starting QB, Sam Howell will get his chance to prove he can lead an offense in his second year in the league. He showed nice signs in training camp and in the final game of the season. Plus, there is a solid talent around him in Brian Robinson Jr. and Terry McLaurin, so there is a legit upside to this offense in 2023.

27. Carolina Panthers

One has to expect there will be growing pains for No. 1 overall pick Bryce Young in year one with the Carolina Panthers. However, with a QB-friendly new head coach in Frank Reich, and solid veteran pieces around him like Miles Sanders, DJ Chark, and Adam Theilen he has the structure for rapid success in his rookie year.

26. Green Bay Packers

Jordan Love will have massive shoes to fill in taking over for Aaron Rodgers. But if he can be anywhere as productive as Rodgers was when he took over for Hall-of-Famer Brett Favre, then the Green Bay Packers will be thrilled. There are solid pieces currently around him, and extra motivation inside the organization to make him a success and prove that trading the team icon was the right move.

Who has the top NFL offense?

The questions of which team has the top NFL offense can be subjective from fan to fan and what they believe makes for a truly formidable offense. But on a purely statistical level, NFL MVP Patrick Mahomes and the Kansas City Chiefs were the best offense in the 2022 NFL season.

25. Pittsburgh Steelers

The Pittsburgh Steelers offense had a very strong finish to the 2022 season. Najee Harris proved to be a legit RB1 and the team added Allen Robinson II in a trade. If QB Kenny Pickett continues to develop, this group could quickly fly up the NFL offense rankings.

24. Denver Broncos

With Sean Payton as head coach, one would expect the Denver Broncos offense and Russell Wilson to be far better in 2023. They really can’t get much worse. This will be a group to watch with the mad offensive scientist Payton looking to guide the unit back to prominence next season. If they were somehow able to land new free agent Dalvin Cook, they could rapidly become a top 15 unit.

23. Tennessee Titans

Despite several major cuts to the roster in the offseason, the two key parts of the 2022 offense remain with Derrick Henry and Ryan Tannehill. Those two don’t lead an elite group, but they are still a very competent offense with Tannehill in charge. However, rookie Will Levis and even Malik Willis wait in the wings if Tannehill falters and should make things very interesting this summer.

However, as the old adage says, if you have three QBs you really have none.

22. New England Patriots

This is going to be a make-or-break year for Mac Jones. Despite rumblings of trades and drafting a quarterback with their top pick, Jones will get to prove he is a young star with new offensive coordinator Bill O’Brien. Juju Smith-Schuster will also be key in replacing Jakobi Meyers after leaving in free agency.

21. Los Angeles Rams

The Los Angeles Rams had a rough year on offense in 2022. Matthew Stafford’s body failed him as he dealt with multiple injuries, and Cooper Kupp missed most of the year with a bum ankle. If they can regain their health in 2023, it is hard to imagine this group remaining outside the top 20 for very long. There is just too much talent on the field and coaching staff for that to happen.

20. Cleveland Browns

This offense can’t be as bad as they were at times following Deshaun Watson’s return late last season again. The QB is too gifted and there are some talented skills players like Nick Chubb and Amari Cooper on offense. With a full offseason of preparation ahead of them, expect the Cleveland offense to be far more dangerous in 2023. Especially with the added help of third-round pick Cedric Tillman.

19. Chicago Bears

The Chicago Bears offense is poised to take a massive step forward in 2023 after their first off-season move alone. D.J. Moore is an excellent No. 1 receiver to pair with quarterback Justin Fields. Now, you have a quarterback capable of rushing for 1,000 yards who will now be throwing to Moore, Darnell Mooney, and Chase Claypool. Throw in the $90-plus million in cap space and immense draft capital, and Chicago’s overhaul of its offense is just getting started.

18. New York Jets

The New York Jets had solid pieces on offense in 2022, unfortunately, their QB situation was a mess. Well, that is fixed now with NFL legend Aaron Rodgers set to be under center in 2023. However, along with having weapons like offensive rookie of the year Garrett Wilson and stud running back Breece Hall, the team added Allen Lazard and Randall Cobb in free agency to make Rodgers’ transition to New York easier and success rapid.

There will be a lot of pressure on this offense that struggled mightily under Zach Wilson for most of last season.

17. Atlanta Falcons

The Atlanta Falcons were a force on offense by the middle of the season. Having an elite rushing unit led by free agent acquisition Marcus Mariotta — who was playing far better than expected. However, the unit eventually faltered and the veteran was benched for rookie Desmond Ridder.

Heading into the offseason, the team is hopeful Ridder can continue to develop and form a talented you trio with 2022 top pick Drake London, and 2023 first rounder Bijan Robinson. Plus, let’s not forget about dual-threat Cordarelle Patterson.

16. New York Giants

The New York Giants’ success on offense this season was as much about schematics as it was the group’s actual talent. However, Daniel Jones had his best season in the league under “Coach of the Year” award winner Brian Daboll, and Saquon Barkley returned to his Pro Bowl form under the new coach.

After fear that Jones and Barkley could leave in free agency, both will be back in 2023, and they will get some help after the edition of star tight end Darren Waller in a trade with the Raiders. In the draft, they added a couple of nice pieces in Tennessee star receiver Jalin Wyatt and center John Michael Schmitz.

Unfortunately, if the Barkley contract drama stretches on into the season, this offense will become a bottom-32 group.

15. New Orleans Saints

The New Orleans Saints were hampered by a mediocre quarterback situation this season. While veteran Andy Dalton had his moments as he filled in for much of the season with Week 1 starter Jameis Winston going down early in the season, the offense did not soar as consistently as it could have.

Fortunately for New Orleans, Derek Carr will make everything better. The biggest difference-maker fans will see with him is what he does for Chris Olave and Michael Thomas, putting this team in a fantastic position to have more explosive plays in 2023. Quite frankly, the Saints would be even higher in the 2023 NFL offense rankings if Alvin Kamara wasn’t potentially facing a lengthy suspension this fall.

14. Las Vegas Raiders

The Las Vegas Raiders offense was very frustrating throughout the 2022 season. They had all the weapons that should have added up to be an elite group, but the various elements had trouble meshing with the style of new head coach Josh McDaniels. It led to Derek Carr being benched and the team now looking for a new starter on the trade market and in NFL free agency.

The Raiders answered their QB question in the first few hours of NFL free agency with the signing of Jimmy Garoppolo. Sure, he certainly isn’t Rodgers or Brady, but he is a reliable and proven QB who has good toys to play with in Davante Adams, Josh Jacobs, and also fellow former Patriots talent Jakobi Meyers.

Plus, after trading Darren Waller in March, they replaced him with, arguably, the best tight end in college last year in Notre Dame playmaker Michael Mayers.

13. Baltimore Ravens

Unsurprisingly, when superstar QB Lamar Jackson was on the field, the Baltimore Ravens offense was deserving of respect. When he wasn’t — like in the final weeks of the season and the Wild Card Round — the group badly struggled. They needed more weapons on offense and had to agree to a long-term deal with their superstar. Missions accomplished.

The signing of Odell Beckham Jr. in free agency was part one, which was followed by a historic deal for Jackson, then they added Boston College wideout Zay Flowers in Round 1 of the NFL Draft. Baltimore had a great April.

12. Seattle Seahawks

The Seattle Seahawks surprised on offense in a major way this season. Especially at QB where Geno Smith made the transition away from the Russell Wilson era seamless with a Pro Bowl season. They also may have found a long-term fit at starting running back with Kenneth Walker III.

The team checked their first major box off the offseason list when they smartly re-signing Smith to a long-term deal. They also added Ohio State star Jaxon Smith-Njigba in the draft and gave Smith another big play threat in the passing game.

11. Miami Dolphins

Tyreek Hill lived up to the hype after the team gave up a lot of high-end draft picks for the superstar wide receiver in the offseason. He and Jaylen Waddle were a dynamite combo in 2022 when Tua Tagovailoa was on, and healthy. That wasn’t a constant this season.

While Tagovailoa did have his best season yet, his battle with concussions is a short and long-term problem to monitor with the young QB going forward.

Who has the best scoring offense in the NFL 2023?

The 2023 NFL schedule has yet to begin so there isn’t a best-scoring offense yet. However, in 2022, the champion Kansas City Chiefs were the best-scoring offense in the NFL for last year.

10. Jacksonville Jaguars

With new head coach Doug Pederson leading the team, Trevor Lawrence and the offense were far more potent in 2022. One of the best signs about this group heading into 2023, beyond their playoff birth and win, was that they got better later in the year and showed a solid comeback ability as well. If Lawrence can continue to grow, this group is a favorite to win the division again next season.

They added to his chances of further growth in the draft by taking tackle Anton Harrison in Round 1. It was an area they needed to address this offseason.

9. Los Angeles Chargers

Justin Herbert continued to evolve into a budding superstar in 2022 but injuries to his receivers hampered the offense at times throughout the season. They also were not as dynamic out of the backfield as they need to be. This offense has serious upside going forward because of the talents of Herbert but they may need to place different weapons around him in 2023.

They did that in the draft by being the first team to take a receiver when the selected TCU star Quentin Johnston. Los Angeles will now have one heck of a trio of receivers heading into next season.

8. Dallas Cowboys

The Dallas Cowboys had a very good offense in 2022, but it should have been better. Dak Prescott missed the first quarter of the season, and after catching fire at the midway point, he became an interception machine in the final weeks. The talent is there, but there is still much to clean up on offense next season. Maybe that happens with head coach Mike McCarthy now set to call the plays.

While they lost Dalton Schultz and Ezekiel Elliot in the offseason, slapping a franchise tag on Tony Pollard was a smart move that needed to be done. They also added a major thump to their receiving corps by swinging a big trade for disgruntled Texans wideout Brandon Cooks. Getting the WR one-two punch they have long wanted.

7. San Francisco 49ers

Despite a frustrating playoff finish, the San Francisco 49ers earned their top-10 spot in the NFL offense rankings. Rookie Brock Purdy was a revelation late in the year, and Christian McCaffrey was everything the offense needed in the second half. They were one of the best NFL offenses to finish the season and have a world of upside heading into 2023. Purdy, McCaffrey, and Deebo Samuel could become the new “Big Three” of the NFC.

6. Minnesota Vikings

Until the last few weeks, the Minnesota Vikings offense was near the top of our NFL offense rankings all year. Partly because Justin Jefferson was out of this world all season long. He is the undisputed best wide receiver in professional football and QB Kirk Cousins also had a strong season tossing the All-Pro the ball. There are certain things to fix before the 2023 season, but more of the big changes for the Vikes may come on defense than offense this spring.

Over the last month, rumors have suggested the team could ship off Cousins or Pro Bowler Dalvin Cook. A move did not happen during the draft, but they did land a wingman for Jefferson by taking USC star receiver Jordan Addison in Round 1.

5. Detroit Lions

Jared Goff and the Detroit Lions’ offense was a fantastic surprise in 2022. Slowly but surely they made their way up our NFL offense rankings to be the highest team that did not make the playoffs. That is how talented and explosive they were in 2022. Their top six draft pick in April will be used on defense because this offense was already great and has a bunch of room to be better next season.

It will be interesting to see if they can maintain their high level of play with Jamaal Williams and D’Andre Swift out and David Montgomery and first-round pick Jahmyr Gibbs as the new backfield.

4. Philadelphia Eagles

Philadelphia Eagles fans should be excited because they have an elite defense and offense ahead of 2023. What makes the offense so fascinating though, is that it is a balanced unit that can win multiple ways, and is led by an MVP finalist in Jalen Hurts who is just scratching the surface of his potential.

They took a hit this offseason by losing Pro Bowl running back Miles Sanders in free agency. However, on draft night they added a pretty good replacement in a trade for talented Detroit Lions running back D’Andre Swift.

3. Buffalo Bills

It was not the finish the Buffalo Bills were hoping for, but Josh Allen and the crew were still very good all season long. One has to wonder if an elbow injury derailed what was a top-two offense all year, but we will never know. However, as good as this offense was with superstar receiver Stefon Diggs, the run game lacked in a major way.

While they didn’t address the problem in the draft, they are hoping they found a strong second option in the passing game when they were the first team to take a TE in the 2023 NFL Draft and selected Utah’s, Dalton Kincaid.

2. Cincinnati Bengals

Some wondered if Joe Burrow and the Cincinnati Bengals’ success in 2021 was a fluke. Well, wonder no more. Burrow is a top-three QB in the sport and there is no better receiver combo than Tee Higgins and Ja’Marr Chase after the 2022 season. Just like this past offseason, making the offensive line better is a top priority for this unit heading into the spring after a second straight trip to the AFC Championship.

And they did exactly that by signing superstar offensive tackle Orlando Brown. A move that helps to fix a major weakness and also weakens a rival in the Chiefs.

1. Kansas City Chiefs

Patrick Mahomes and the Kansas City Chiefs offense was the best all the way to the Super Bowl and showed out in winning the Lombardi trophy by scoring 38 on the sport’s best D. Despite trading off Tyreek Hill, the offense did not miss a beat and Mahomes maintained his stranglehold on the top spot among the elite QBs in the game. What is so scary is rookie Isiah Pacheco only got better as the season went on and could actually give an already great offense an even better running attack in 2023.

But to maintain a dynasty in the NFL, change is bound to happen, and the team’s choice to let Orlando Brown walk was a tough decision they hope they remedied by signing Jawaan Taylor as a replacement on the end of the line.
